CTI & Associates and OHM Advisors formed a joint venture, CTI/OHM JV LLC, along with Iafrate and Full Bore as teaming partners. CTI provided construction management and testing services, OHM provided design and layout services while Iafrate performed the majority of construction with Full Bore providing directional drilling services as a major subcontractor. Design began in late 2012 and continued through the fall of 2013. Near the end of the design phase, new information critical to the design was introduced delaying the completion of the design, delaying the start of construction.

Construction began in the fall of 2013, continued until winter weather forced the project to shut down and was completed in the end of 2014. The main item of work was to install over 17,000 LF of 12” and 8” ductile iron pipe and appurtenances using directional drilling methods providing a minimal impact to the facility. Other items of work included a sub-surface utility investigation to identify potential conflicts, a live tap to the City of Warren water main, jack and bore under a live road, installed fusion welded 12” HDPE under a creek with a grade change differential of 16 VFT over 450 LF, connection of 40 + building services and abandonment of the old pipe network in place by filling with grout. The directional drilling method of construction allowed this project to be completed with minimal surface disruption which significantly reduced the installation cost by utilizing non-paved areas for installation, limiting pavement replacement.
